PA11/05203: :Revised Plans - Construction of single-storey bungalow: 11, Meadow Park, Trewoon: Mr Steve Shea: We continue to strongly object to these revised plans. Our previous planning objections have not been overcome. It is still complete overdevelopment and out of character and will remove garden facilities for both the existing and proposed dwelling. The one proposed parking space for a three bedroom dwelling is inadequate and will inevitably lead to more roadside parking which will effect the turning area and the room for emergency, delivery and waste vehicles. The proposed dwelling will be overlooked and overshadowed by the existing and will lead to loss of daylight and privacy to both. The change in the sewage system doubles its length and will lead to removal of shrubs and trees.

Object strongly. Overdevelopment of site. Very intrusive to neighbouring dwellings. The design statement is inaccurate and contains incorrect statements. The foul sewage is to a private sewer which eventually discharges to the main sewer. The proposed access width is limited and parking on the road will restrict access to emergency vehicles and the fire hydrant. There are a number of trees that will probably need to be removed, possibly affecting the sewage system.
Note: Standing Orders were suspended (Prop: Cllr Mrs J M Padley, Sec:Cllr R T Best) to permit members of the public and the agent to speak on this application. Standing Orders were resumed prior to a recommendation being made. The Chairman read out all letters on this application received by the parish council.

Planning Applications for consideration:
11/01432 The development of a solar photovoltaic farm on existing Agricultural land. Ninnis Farm, Sticker. The Green Company. Mr Ben Cosh of the Green Company and Mr Steve Hurst representing the Green Company (Europe) Ltd were permitted to speak prior to the application for a Solar farm at Ninnis Farm was considered. Mr Hurst explained the position of the owners of Ninnis Farm and the need to diversify and explained the benefits and land that could materialise to the football club. Cllr Twining stated that this would depend upon the football club obtaining the necessary funding. Cllr Best said that this information must not be taken into account when considering the application. Mr Cosh then explained the more technical side of the application size of panels ratio of grazing sheep to grass area etc and answered questions from Councillors. Answers revealed that the panels would last approx 25 years, the area would be securely green fenced to ensure no entry by people. There would be a small control unit for maintenance and visits by engineers for checks. Local companies will manage these operations and an information board provided by the footpath. Cllr Barnes mentioned that the Insurance Company require a huge number of closed circuit TV cameras to ensure that the £12 million equipment is protected. It was then agreed to raise no objection to the proposal.
11/01682 Renewal of Gypsy Site for permanent 1 mobile home and 1 touring van full license (Ref 07/01667): The Paddock, St. Stephen Road, Sticker: Mr Michael Richards: This should not be treated as a renewal. It is a new application. The original application was granted by the Inspector to Mr and Mrs Richards. This application is by Mr Richards who is not currently living at the site, but the caravan has been occupied by Mr Richards' son, although he has not lived there in recent weeks and the site is currently unoccupied. Mrs Richards and her children now live in St. Austell. We therefore object to this application for a PERMANENT site for one static and one touring van. This is outside of the development envelope.

THF Ltd had written to advise that they were considering building affordable housing in Trewoon and asked us to consult with them about this. We have spoken to them but the person dealing with this was away, and they promised to contact us again.
Low Carbon SOLAR UK have advised that they are in the process of securing a suitable site in the area for the generation of renewable energy with photovoltaic panels. These would be sited at Manor Farm, Burngullow and they will be holding a public consultation meeting at Trewoon Village Hall on Friday 3rd December from 3.00 p.m. to 7.00 p.m. to enable councillors and the general public to be involved.
ReClaym (a joint venture company between Imerys and Orascom Developments Ltd) have advised that they will be holding a public consultation meeting at Trewoon Village Hall on Saturday 4th December 2010 from 11.00 a.m. to 1.30 p.m. on their proposal to expand the pipe cleaning (removal of naturally occurring radioactive material) facility at Blackpool Dryers which has operated since 2003.
Cornwall Council Highways Snow and Frost Precautions: Cornwall Council had written to us concerning salt bins and the future use of these. They were proposing that from the end of their use this year that they will no longer take responsibility for the cost of replenishment of these, nor would they operate them, but expect this to be done by councillors and volunteers. Since then we have had advice from our insurers that great care must be taken by Parish Councils if they wish to carry out salting/gritting of roads/pavements etc. because if this is not carried out properly then the council are at risk of a claim against them. The members then agreed to refer this to our full council meeting on the 8th December, with the recommendation that we should refuse to accept responsibility for carrying out this work on behalf of the highway authority because of its legal implications.

Presentation by Coastline Housing M/s Jo Tully was welcomed to the meeting by Cllr Mrs Padley who took the Chair until the arrival of Cllr Barnes at 6.43 p.m. M/s Tully thanked the council for letting her come as she wanted to explain what was happening at Carne Hill, Trewoon. The building scheme is going to be called Carne Meadow subject to Cornwall Council approval. There will be 41 homes 29 rented and 12 shared ownership. Range of 1 to 4 bed houses. Rented properties should be completed by next autumn and will be allocated through Cornwall Home Choice. People apply to the Cornwall Home Trust Register, and give details of income and circumstances. When the properties are ready to be rented they are advertised. The council will then provide a list and applicants are interviewed. First priority is to people who qualify in St Mewan Parish, then adjoining Parishes before rest of Cornwall. Allocation is planned early so that the occupants can have a say in kitchen design. A 106 Agreement will be in place for rent and buying. (Copy to be forwarded to us) (Cllr Barnes arrived at 18.43 hours as did 2 members of the public). Shared ownership are dealt with in the same way. The Rules on shared ownership are set out by the government. Prices are not known yet. Valuations hold for six months and work on an open market basis. Recently in North Cornwall a two bedroomed property was sold for around £129,000. The two four bed houses plus two one bed flats are for rent.
Cllr Hamley raised concerns that we did not wish to see housing deteriorate such as in The Village in St. Austell which now looks very bad. M/s Tully explained that these are open market homes. The rented properties will be maintained by Coastline, shared ownership houses will be the responsibility of buyers. The buildings are being built to sustainability level three, and include air source pumps for underfloor heating and are well insulated. When allocated they start working with the people and will run a series of work shops, where people get to know their neighbours before they move in, so they will have a pride in there home. Workshops will be run by Cornwall Neighbourhood for Change. (Three more members of the public arrived at 18.56 and Jo Tully gave a brief update for them). We had queried the amount of parking spaces when we saw the initial plans but this has not been changed and is in line with current legislation. Three and four bed properties have two parking spaces, and member suggested that this will lead to parking in Carne Hill & Pyramid Close. The Play Area is still where it was originally. They cannot change plans already passed. In response to a query on the roadside hedge M/s Tully said that this was to be retained as the Trees had preservation orders on them. but she would report back on this. Concerns were also expressed about mud on the road during construction and Cllr Barnes read from the reply by Cornwall Council to the application for the discharge of conditions on the planning application and raised questions specifically on the badger sett and the archaeological survey. M/s Tully advised that there would be no need to shift the badger sett but they may have to meet additional measures, and that meetings on the construction and engineering side were held this week and are ongoing. Standing Orders were then suspended to allow members of the public to speak, and a question was raised on the sale of the rented properties. M/s Tully advised that there was no intention to sell them although occupiers would have the Right to acquire, although discounts would be much smaller. Coastline has 3500 properties and have only had one or two enquiries
to purchase. With shared ownership they can increase there share in the property, but outright purchase is not available at the beginning. The nearest Coastline Development to Trewoon is at Falmouth. The address is at Hillside Road, Falmouth, and is known as The Spinnakers and was finished in July. M/s Tully asked the Parish Council to publicise the scheme as much as possible and would send us some items for the Notice Boards and would appreciate feedback. It was also agreed that we would publicise this on the website. Coastline acquired Kerrier council housing in the same way that Ocean obtained Restormels. The building work would be carried out by Rok Ltd. Jo Tully advised that occupation of the properties would be phased, and in answer to a question advised that members who had close ties to the Parish could apply as could people that have lived here for five years, and urged anyone who is interested in these properties to register with Home Choice its quicker if done online. M/s Tully was thanked by the Chairman and then left the meeting.

Members voiced various concerns about this application. The clerk advised that he had spoken to the Planning Officer dealing with this, and they had advised that they are awaiting information from Environmental Health before making a decision. Various letters of concerns were received and extracts read by the Chairman. The Chairman said that at a planning training meeting he had attended earlier that week a refusal ground was that windows must be more than 21 feet away. Mention of the landlord is not a planning matter and operating hours can be changed in the future.
The Planning Committee then resolved "Object. Overdevelopment, and impact on neighbouring properties (Loss of privacy, light pollution, noise, odours from food and smoking) Not in keeping with the area.The car park will be inadequate and access onto St. Stephen Road is dangerous. Additional parking will make this worse and lead to more parking on the road."

Mr Burton then apologised for three neighbours who were unable to attend tonight, and summarised the points made in his letter and advised that this application if granted because of the area in which this sits itwould effect the whole community there and the accumulated noise will get worse as people continue drinking.

A letter had been received from Imerys for information explaining that they wished to enlarge the size of their pipe cleaning plant at Blackpool Driers. This involved dealing with radio active material.
A vision Statement for the Ecotown for St. Austell & the Clay Country had been prepared by the Cornwall Council. The Chairman explained re Bal pit and Par docks and other areas that are not being spoken about at the moment. Members voiced that it was all very well looking at photos but what was happening about jobs.
Emails were read from Cllr Padley who had received many verbal complaints re the gypsy site at St. Stephen Road. Information had been received from Cllr Teverson who had taken this matter up, but a phone call from an officer asking to be directed to the site did not inspire confidence. They had also informed us that an official form must be submitted by the Parish Council. Cllr Barnes paid tribute to Cllr Teverson for the work he does on behalf of the Parish Council.
