1            Introduction

 

The St Mewan Parish Plan Steering Group first convened in November 2008 and by July 2009 had designed and administered a questionnaire/survey of topics/issues that were deemed to be important in the development of the Parish Plan.

 

Topics covered in the questionnaire included: environment, sport and leisure, business, housing and development, energy, transport and education. Each questionnaire provided respondents with the opportunity to provide demographic information on the age and gender of household occupants, housing tenure and type of property occupied. 

 

The questionnaire was designed to collect information from up to 5 individuals within a household for some but not all of the topics covered.

 

The questionnaire also contained separate ‘children’ and ‘youths’ sections. For the purposes of the survey ‘children’ were defined as being from age 5 to age 10; ‘youths’ were defined as those aged 11 to 17.  As with the main body of the questionnaire it was not always possible to determine which individual ‘child’ or ‘youth’ had completed those sections that enabled only one to reply. In cases where it was not possible to determine which individual had answered the question, the data was entered against the first ‘child’ or ‘youth’ respondent.

 

Of the 1,450 questionnaires distributed to households across the St Mewan Parish; 448 returns were delivered to PFA Research of Bodmin for data processing. Summary and Full copies of this report are available from Sticker, Polgooth and Trewoon Post Offices.

It should be noted that the number of valid respondents for some questions was small; especially for those aged 18 and under and for Trelowth residents.

Sample Characteristics:

 

  • 32% of respondents are aged ‘over 65’, 48% are aged ’19 to 65’ and 12% are ’18 years old or under’. 8% did not provide details of their age.

 

  • 38% of respondents disclosed their gender as ‘female’ and 34% as ‘male’. 27% were not willing to provide this information.

 

  • 26% of respondents live in Trewoon and a further 26% live in Sticker. 17% of respondents came from Polgooth and 4% from Trelowth. 26% of respondents did not provide details of the village within which they lived.

2    The Main Issues identified in the Parish Plan Survey and the Plan to address the Issues

 

Thissection presents the main issues emerging from the analysis of responses followed by a grid ‘plan’ that identifies the main issues, what the aim is to address the issue, partners with whom the parish can work in addressing the issues and the timescales involved.

 

The Environment

 

·         Recycling is important to residents of St Mewan Parish. 95% actively recycle via the ‘kerbside recycling service’, 84% favour the return of ‘garden waste recycling’ and 84% would like to see ‘more items recycled’. Village location appears to be of greater importance than age or gender in relation to residents’ views towards recycling.

 

·         St Mewan Parish residents rate all aspects of the local natural environment as ‘important’. 99% of rated ‘rivers / streams and lakes’ as important and the same percentage rated ‘meadows and green fields’ as important. ‘Hedges / hedgerow trees’, ‘small woods’ and ‘trees’ were important for 98% of respondents; while 97% stated that ‘Cornish walls / banks’ were important to them. Levels of importance do not seem to be influenced by age, gender or village of residence.

 

·         The majority of residents of St Mewan Parish do not appear to experience many ‘environmental’ problems, with the noticeable exception of ‘excess / speeding traffic’ which was identified as a problem by 81% of all valid respondents. ‘Motorbikes’ (31%), ‘vandalism’ (27%), ‘noise pollution’ (22%) and ‘inadequate street lighting’ (21%) were all identified as ‘problems’ within the Parish. Respondents’ age and the village where they live appear to influence their views on perceived ‘problems.’  

 

·         89% of all respondents ‘use local footpaths’. Those aged 18 and under are most likely and those aged over 65 least likely to use local footpaths, with 96% and 82% respectively indicating that they do so. Females (91%) are slightly more likely to use local footpaths than males (87%.) 90% of those from Sticker and Trewoon use local footpaths compared to only 84% of those from Trelowth. 

 

·         60% of respondents stated that they experienced difficulties because of ‘the state of footpaths’. 28% experienced problems using local footpaths linked to a ‘lack of signposts’ and 26% because of ‘disabled access.’ ‘Barbed wire’ and ‘farm animals’ are the least mentioned difficulties, cited by 8% and 5% respectively. Age and village of residence but not gender appear to influence the types of difficulties experienced.

 

·         76% of respondents believe that there is sufficient bridleway provision within St Mewan Parish. Younger respondents (94%) and females (80%) are most likely to agree that there are sufficient bridleways, as are those living in Polgooth.

Sport and Leisure

 

·        76% would like to see more ‘local walks with guide pamphlets’,  64% would like ‘enhanced local website data’ and 56% of respondents would like to see more ‘rambling’ provision within St Mewan Parish. Age, gender and location all appear to have some influence on respondents desire to see increased leisure activities.

 

·         Satisfaction with ‘children’s playgrounds’ is generally high, with 71% satisfied. Satisfaction increases with age, ranging from 48% for those aged 18 and under to 79% for those aged over 65. Satisfaction also varies by village of residence, ranging from 67% satisfied in Sticker to 76% for residents of Trelowth.

 

·         91% of respondents are satisfied with the ‘facilities and activities in the village halls within the parish’. Satisfaction with village hall facilities and activities is broadly consistent across all ages and for both males and females. Location appears to be important with satisfaction highest in Polgooth (97%) and lowest in Trewoon (86%.)

 

·         Views on the provision of local activities for children and adults are mixed. 31% believe that provision for adults is ‘good / excellent’, compared to 24% for local provision of activities for children. 52% believe that provision for children could ‘be improved’; 39% for adult provision.

  • 98% of respondents indicated that they supported their local village shop.

 

  • 97% of respondents state that the provision of ‘Newspapers / Magazines’ is an important aspect of their village shop. Other products / services identified as important include: ‘groceries’ (95%), ‘stationery / greeting cards’ (92%), ‘confectionary’ (92%), ‘household items’ (83%), ‘ATM – cash machine’ (76%) and ‘off-licence’ (73%). The three products / services that respondents believe are of least importance are: ‘grocery delivery’ (28%), ‘dry cleaning’ (34%) and ‘solid fuel’ (36%.) There were observed differences linked to respondent age, gender and location of residence, suggesting that these are important factors.

Housing and Development

 

  • 92% of respondents live in houses that are ‘privately owned’. 46% live in a ‘bungalow’, 45% in a ‘house’ and 7% in a ‘mobile home’. Home ownership is highest in Sticker and lowest in Trelowth, at 96% and 84% respectively.

 

  • 93% of households did not contain anyone looking for ‘alternative accommodation’. Most of those looking for alternative accommodation indicated they wanted to remain within the local area.

           

  • 40 respondents indicated that their household contained someone who wished to ‘purchase their own home but were unable to do because of the price of property’.

 

  • 25 households needed accommodation designed for ‘older people’, 23 needed housing for ‘someone with a physical disability’, 16 wanted housing for ‘young people’ and 4 needed accommodation suitable for ‘someone with a mental illness or learning difficulty’.

 

  • St Mewan residents appear to be generally reluctant to see more housing being built within the parish and a majority also appear opposed to the construction of an ‘eco-town’ within the Parish. For example, 66% did not believe that St Mewan Parish ‘can accommodate more housing’, 63% were opposed to ‘more self-build homes, 76% would not ‘live and work in an eco-town’ and 62% did not believe that having an eco-town in the Parish ‘is positive.’ Older respondents are less likely to support more home building or to see an eco-town as positive. Village of residence also seems to be important in relation to respondents’ views on future housing and development projects.

 

  • 24% of respondents would approve of the provision of new ‘open market’ housing in St Mewan Parish and a similar proportion (25%) indicated that this was ‘of no concern’. This means that 51% of are actively against new ‘open market’ housing being constructed. 34% of those opposed to new ‘open market’ housing stated that their opposition was because they felt ‘local people would lose out’; a further 18% felt that new ‘open market’ housing posed a threat to the ‘character of the village’. Age and location appear to influence respondents’ views on ‘open market’ housing.

 

  • 65% of respondents indicated their approval of more ‘affordable housing’ being built within the parish; 16% were actively opposed. Age, gender and location all seem to have some influence on respondents’ views on the provision of affordable housing.

 

  • Support for targeting new homes at local people is high, with 96% indicating they would support such a measure. Support for the targeting of new homes is high across all age ranges and for males and females. Support is also generally high irrespective of location, with the noticeable exception of Trelowth where 23% of respondents indicated that they ‘do not approve’ of targeting new homes for local people.

Energy

 

  • 47% of all homes use ‘gas’ as their main source of heating, 26% use ‘electricity’ and 21% use ‘oil.’ Main heating source varies depending on village of residence, with ‘gas’ usage highest in Trelowth (86%), ‘electric’ highest in Polgooth (40%) and Trewoon (46%) is the village with the highest usage of ‘oil’ as the main heat source.

 

  • 72% of homes have the ‘appropriate thickness’ of roof insulation. 93% of homes have ‘double glazing’ and 50% have ‘draught exclusion’ measures fitted.

 

  • Three-quarters (75%) of households would support ‘local waste to energy development initiatives’. 78% of females would support such initiatives, compared to 69% of males. Support for ‘local waste to energy development initiatives’ is highest in Polgooth and lowest in Trewoon, 80% and 71% respectively.

 

  • 89% of households would support more ‘renewable energy schemes / funding’; with females (92%) more likely than males (85%) to indicate support. Despite high levels of support within each village area some variation in levels of support was observed, ranging from 82% for Trelowth to 93% in Sticker.

Transport

 

  • 96% of households own at least 1 car. Just over half (55%) of households are single car households, 33% have 2 cars and 8% have 3 or more cars.

 

  • 52% of households contain someone who uses a car to ‘commute to work’. 47% of households that commute by car travel distances of ‘more than 10 miles’ and 37% commute between ‘4 to 10 miles’.

 

  • 51% of households had not used the bus service within the last 12 months. Just under a quarter (23%) had used the bus service more than 10 times in the previous 12 months. Age seems to be a factor, with 60% of those aged over 65 having used the bus service in the last 12 months compared to only 40% of those aged 19 to 65. Sticker households have the highest usage of bus services with only 41% indicating they had not used the bus service in the last 12 months compared to 53% for Trelowth and 58% for both Trewoon and Polgooth.

 

  • 52% of those that had not used the bus service in the previous 12 months said they would consider doing so if it was more convenient to use. 60 of those that would use the bus service if it was more convenient indicated that they would like ‘more frequent or regular services’; 38 would do so if the cost of using the service was ‘cheaper’ and 22 would like ‘more routes’.

 

  • ‘Lack of parking in the village’ is an issue for 55% of all households. Age, gender and location appear to influence perceptions concerning the issue of a ‘lack of car parking’. 53% of those aged over 65 and 34% of those aged 19 to 65 said there was an issue of ‘lack of parking in their village’; as did 36% of males and 49% of females. Trelowth (63%) has the highest percentage of households who perceive there to be a problem of a ‘lack of car parking’. The corresponding values for Polgooth, Trewoon and Sticker are 57%, 48% and 26% respectively.

 

  • 41% of households would support increased restrictions for ‘on road parking’. Males are more likely than females to support increased parking restrictions, 45% and 38% respectively. Location also appears to be important, with support for restricting on road parking highest amongst Trewoon households (44%) and lowest amongst Trelowth households (19%.)

 

  • 46% of households believe that the ‘amount of traffic in the village’ to be an issue. Concern over traffic volumes is greatest amongst Trewoon households (83%) and lowest in Sticker (20%.) 

 

  • 69% would ‘support additional speed control measures’. Over half of households within each village would ‘support additional speed control measures’; although there is considerable variation between the villages. 87% of Trewoon households would ‘support additional speed control measures’, as would 66% from Sticker, 58% from Trelowth and 51% from Polgooth.

 

  • 66% of households believe that the roads within the parish are ‘consistently in an adequate state of repair’; ranging from 78% of households in Trewoon to a low of 50% of Trelowth households.

  • 71% of respondents that already have or are planning to have children would use a ‘primary school’. 66% would use a ‘playgroup’, 50% would use a ‘children after school club’, 45% would use ‘rising 5’s’ and 37% would use a ‘breakfast club’. 24% of valid respondents said they would use ‘none of the above’.

 

  • 23% of the 82 valid respondents currently participate in ‘art classes’, either within their own village or elsewhere. 24% of the 135 valid respondents currently undertake ‘computer classes’. 24% of 89 respondents are currently ‘learning a language’. 22% of 118 valid respondents are currently doing ‘evening classes. 40% of 110 respondents currently do ‘keep fit classes’ and 53% of the 41 respondents are current members of a ‘Woman’s Institute’.

 

  • There is a desire to be able to undertake educational activities within respondents’ own villages. 82% of valid respondents would like to be able to ‘learn a language’ within their own village, 81% would like to be able to access ‘evening classes’, 79% would like to do ‘art classes’, 78% mentioned ‘computer classes’, 63% for ‘keep fit classes’ and 51% for ‘Women’s Institute’. Age, gender and location all appear to be important in terms of respondents’ current participation in educational activities, whether this takes place within their village or elsewhere.

  • 80% of children of primary school age (i.e. 5 to 10 year olds) use a car to get to school and 58% also use this mode of transport to return home at the end of the school day. 8% travel to school by bus, rising to 24% that use the bus at the end of the school day.

 

  • 46% of youths (i.e. those aged 11 to 17 years of age) travel to school or college by bus and the same proportion use the bus to travel home from school as well. 44% use a car to get to school and the same percentage travel home by car.

 

  • 54% of youths attend ‘after school activities’ but only 20% ‘attend youth clubs’.

 

  • 89% of youths spend their free time ‘going out with friends’, 78% ‘watch TV / play video games’, 76% ‘have an interest in computers’ and 43% spent some free time participating in ‘sport and sporting activities’. 70% of youths indicated that they spent some of their free time ‘doing homework.

 

  • ‘Sporting clubs / events’ emerges as the most desired types of activities that children aged 5 to 10 want to see in the St Mewan Parish; mentioned by 11 out of the 34 valid respondents. 9 children would like to see ‘youth organisations / clubs’, 8 wanted ‘art and craft projects’ and 7 would like to see ‘more play equipment’. 3       What’s next ?

 

Since the return of the questionnaires and the collation of the information, there has been progress with some of the issues raised. We now need to identify other areas where there may already be something being done about issues raised in the Questionnaire responses and about which people in general don’t know anything about.

 

We would also like to move forward in trying to facilitate some of the activities that people would like to see in the Parish. Recent funding cuts mean that there is much less likelihood of grant aid for many things, so there will almost inevitably be a greater reliance on volunteers. If you would like to see it in the Parish, let us know what you can do.
